Transit-anchored moon_events + phase() over a date range for a fixed
observer, one row per local calendar day (mean solar time). Meeus ch. 7
calendar conversion, self-tested. Rise/set verified against USNO
rstt/oneday for Crescent Valley NV (2026-11-01, 2027-03-05) to under
4 minutes. Built for azura.camp's Tonight card; works for any site.
